Additional December 2019 PE License Renewal

Continuing education requirements for PE license renewal are due December 31, 2019 for many states. This PE PDH news will focus on Professional Engineer license renewal for Iowa, Maine, and Mississippi.

While many state PE license renewals are due in December, this article will focus on the December 2019 continuing education requrements for Professional Engineers in Iowa, Maine, and Mississippi.

Iowa Professional Engineers

New Iowa PDH renewal engineering ethics requirements.  Effective with the December 2019 PDH renewal cycle Iowa now requires 2 PDH in engineering ethics as part of the required PDH hours.

Iowa requires 30 PDHs per biennium and allows up to 15 PDHs in earned in excess of the 30 PDHs required to be carried forward.

Iowa does not approve providers of continuing education or course but requires the continuing education experience to "maintain, improve, or expand skills and knowledge obtained prior to initial licensure or to develop new and relevant skills and knowledge."

Iowa divides the continuing education experience into two groups.

Group I activities which are intended to maintain, improve, or expand skills and knowledge obtained prior to initial licensure. The chart on this document provides the number of PDHs allowed in Group I activities.

Group II activities are intended to develop new and relevant skills and knowledge, and the number of PDHs permitted in Group II are not limited.

Iowa also allows independent study if it is done in accordance with the criteria set forth in the above link.

Non-resident licensees are deemed to comply with the requirements of Iowa if they meet those of their resident state provided adequate documentation is kept.

Maine Professional Engineers

Maine requires 30 PDHs per biennium and permits carryover of 15 PDHs in excess of the 30 PDHs.

Maine licenses professional engineers to protect the public. Professional development helps PEs stay current with technology and professional, managerial and ethical standards.

  • All Maine PEs must complete 30 hours of professional development (PDH) in each two-year licensure period.
  • Licensees must keep records of PDHs and documentation to prove attendance if audited.
  • Licensees must keep records for three years.
  • PDH activity must be reported on the PDH Activity Log when required.
  • Maine does not approve PE continuing education providers or courses but suggests as a guideline:
  • PDH courses should be relevant to the practice of engineering and may include technical, management and ethics topics.A good guideline for choosing acceptable courses is: "Any qualifying course or activity with a clear purpose and objective which will maintain, improve, or expand the skills and knowledge relevant to the licensee's field of practice."

Typical Qualifying PDHs

  • Courses, seminars, instruction, in-house programs, or training with engineering content that relates to the licensee’s field of practice
  • Technical or professional society meetings when an engineering topic is presented as a principle part of the program
  • Teaching an engineering course for the first time
  • Teaching a previously taught course if substantial time was spent in updating material
  • Satellite or online video courses where attendance is verified and program material meets requirements
  • Computer-based courses which relate to the improvement of one’s business or profession
  • Language courses related to one’s business or profession
  • Management or ethics courses related to one’s business or profession
  • Correspondence courses on an engineering topic where lessons are prepared and returned for correction and/or grading and where testing at the end of the course is required

Typical Non-Qualifying PDHs

  • Employment or job-related functions
  • Real estate licensing courses
  • Personal, estate, or financial planning
  • Self-study
  • Personal self-improvement
  • Service club meetings or activities
  • Equipment demonstrations or trade show displays
  • Topics not relevant to engineering profession
  • Enrollment without attendance at courses, seminars, etc.
  • Repetitive attendance or teaching of the same course
  • Attending committee meetings or general business meetings of organizations not directly related to engineering
  • Language courses for personal use

Mississippi Professional Engineers

Mississippi requires 15 PDHs annually. One PDH in ethics is required every other year. A maximum of 15 PDHs in excess of the 15 required may be carried forward.

Mississippi does not approve providers of continuing educator or courses.

Licensees are required to maintain continuing education records, which are subject to random audit.

Mississippi allows for the usual exemption from continuing education for engineers newly licensed by way of examination, those on temporary active duty, and physical illness or disability verified by a physician.

Mississippi also exempts licensees from all but the ethics requirement those who are over 60 years of age and have practiced for over 20 years.
